Scheme is to promote quality betel production in state.
Objective of scheme
- To enhance the income of betel producers and to improvise their financial condition.
- To introduce new developed technologies in betel production.
- To increase the agricultural area of betel production.
- To promote scientific biological methods over disease and pest control.
- To do reformation in grading, packing stores, transport and marketting.
- To increase the employment.
- To stop betel producers’ migration in other areas.
- To increase maximum income and employment in per unit area.
- To develop resources in quality betel production.
Eligibility criteria of the applicant-
- Do online registration on website www.upagriculture.com to attain benefits of scheme.
- All categories will be benefited under the scheme. Priority will be given to SC/ST, OBC and women.
- Beneficiary should have irrigation resources of his own.
- Priority will be given to farmers having interest in betel production.
- Land records must be attached along with application form.
- Beneficiary farmer must have his own bank account.
- Beneficiary must have one out of voter ID/ Ration card/ Aadhar card/ Passport as identity proof.

Funding details
Cost of per bareja construction 1500 sq meter is Rs.1,51,360.00, out of which 50% amount i.e., Rs.75.680 will be permissible to farmer according to Annexure -2 per item. Rest 50% amount Rs.75.680 will be of farmer. Total 63 bareja will be constructed in 12 districts.
Arrangement of species and investments
Under this program progressive agricultural betel spicies ( desi, bangla, kalkatia, kapuri, ramtek, mangahi, banarsi) will be funded. Department will work as a coordinator and will help in construction work/availibility of standarad of quality of investment and other requirments. Beneficiary will do purchasing from related producers/organisation according to his satisfaction.
Publicity tour/training seminar
For the success of this program it is necessary to provide technical training of betel farming to the farmers. To access the technical information easily, technical literature will also be provided to farmers. Photography of farming sectors (for betel farming) of farmers/beneficiary should be done.
Seminar will be organized for the beneficiaries of selected districts at departmental research centers. In this seminar scientists of research center, betel expert, betel expert from Indian government organisations will be invited. To promote the program literature will also be provided to the farmers related to betel farming at seminar.
Payment of granted amount
- Whole amount of funding will be directly forwarded to beneficiary/farmers’ bank account according to the rules.
- Relating to this beneficiary farmer will have to sign a contract form, that in case forwarded money is not utilized for betel farming then forwarded money will be returned.
- If beneficiary will not work according to the standards then permission from related District magistrate will be sanctioned and recovery will be done in land revenue form.
In addition to above, it should be assured that following instructions should also be followed:-
- In any situation expenditure should not exceed the limitations of financial target, hence expenses should be in determined limitations.
- On 5th of every month, details of physical and financial target information to be sent to directorate in Progress prescribed format, so that progress report could get compiled at directorate level and presented to senior officers on time. In the end of financial year while forwarding progress report it is compulsory to forward beneficiary list and utilization certificate to the directorate.
Financial controller posted in department has to assure that above conditions should be followed. If imposed conditions are deviated at any level then it’s the responsibility of financial controller that to inform the details of incident to the immediate government/finance department. Financial controller or related district horticulture officer will be responsible in case of deviation.
Monitoring
Base of evaluation of success of program is done through item wise details, time to time inspection of program and agricultural sectors/ tasks given to beneficiary farmers and payable fund. On district level district horticulture officer, on zonal level deputy horticulture director will do regular review/inspection. At state level horticulture directorate Lucknow and other capable officer will do regular verification/inspection.
